Decatur Police arrested a Lithonia man after he was accused of touching himself through his pants while children were walking by. He is accused of shouting at to teenagers while they were walking on the opposite of the street.

Police responded to the call in the 200 block of West Hill Street on May 17 at 3:22 p.m.

“The complainant stated he witnessed a man standing at the MARTA bus stop in the 200 block of West Hill Street masturbating himself through his pants while children walked by and further witnessed the man shout to two juvenile females walking on the other side of the street, requesting they come over to him,” the Police Department said. “The complainant stated he then asked the girls to stay with him while he called the police. Officers arrived and the complainant pointed out the suspect.

“The two juvenile females, 14 and 15-years-old, stated they initially walked by the suspect on their way to a business and he attempted to have them stop by stating he had something to ask them. The juveniles ignored the suspect and when they later walked back down the street to return home, they used the opposite side of the street. The suspect then began shouting to them, asking if he could ask them something and telling them to ‘come here.’ The two juveniles stated the suspect was visibly massaging the outside of his groin area with his hand. The suspect, identified as 48-year-old Michael Sadler of Lithonia, was taken into custody for enticing a child for indecent purposes.”
