Man arrested after allegedly committing a ‘lewd act’ in the Decatur Cemetery

Decatur, GA — Decatur Police on May 15 arrested a man after he allegedly committed a “lewd act” in the Decatur Cemetery.

Police responded to the cemetery, located off Commerce Drive, at 6:12 p.m.

“An adult female and a juvenile female stated they witnessed a man remove his penis from his pants and begin to masturbate while watching them,” a spokesperson for the Police Department said. “Officers located the male and placed him under arrest for the act.”

The man was identified as Kevin Carlan, 55 and charged with cruelty to children in the second degree, enticing a child for indecent purposes and public indecency. Carlan is from Homer, GA and is currently in the county jail, according to jail records.
