GBI investigating after DeKalb County Police shoot man during chase

DeKalb County, GA — The DeKalb County Police Department says the GBI is investigating the death of a man shot by a DeKalb County Police officer during a foot chase.

The man allegedly pointed a weapon at officers.

The GBI indicated more than one officer was involved in the shooting.

The incident occurred at 4:15 a.m. March 31.

“DeKalb County PD responded to a person shot call near Pine Mountain Road,” a spokesperson for the Police Department said. “Upon arrival, officers located a vehicle potentially involved near Covington Hwy.  The (adult) male driver fled the area and moments later, crashed the vehicle before fleeing on foot.  After a brief foot pursuit, the male pointed a weapon at officers causing the officers to discharge their firearms fatally wounding him on the scene.  No officers were injured.  During the preliminary investigation, officers discovered a person inside the abandoned vehicle suffering from gunshot wounds. They were transferred to a local hospital.”

Police did not provide any additional details.

The man the officer shot has been identified by the GBI as Willie Roy Allen, 57, of Lithonia. The other person in the car with gunshot wounds later died at the hospital, the GBI said.

Here’s the full summary of GBI’s preliminary investigation into this case:

DeKalb County, GA (March 31, 2021) – On Wednesday, March 31, 2021, the GBI was requested by the DeKalb County Police Department to investigate an officer involved shooting.

The preliminary investigation indicates that Dekalb County Police Officers responded to a person shot call at approximately 4:15 AM.  Officers encountered a damaged car in the roadway with no headlights.  Officers drove towards the car and the driver drove away from the scene.  After a short chase, Willie Roy Allen, age 57, of Lithonia, GA got out of the car.  The car continued to roll and eventually hit a parked car.

Officers chased Allen, attempted to tase him, but Allen continued to run.

The chase ended at 2626 Lithonia Industrial Boulevard. During this encounter, Allen pulls out a gun and multiple officers shoot and tase him. Allen dies at the scene.

Prior to this officer involved shooting, officers discovered a victim in the car  with a gunshot wound.  That person was transported to Grady Memorial Hospital and later died.

The DeKalb County Police Department is conducting a death investigation on the victim from the car.  The GBI will continue to conduct an independent investigation on the officer involved shooting.  Once the investigation is complete, it will be provided to the DeKalb County District Attorney’s Office for review.
