Spivey Lake development delayed as neighbors demand environmental protection

Stone Mountain, GA — The rezoning of a 35-acre property in Stone Mountain continues to drag on.
Mosaic Communities is still at odds with neighbors, who are demanding environmental protection for the property around Hugh Spivey Lake at 3943 Norman Road. Mosaic is proposing a rezoning from R-85 (residential) to RSM (small lot residential mix) to build 120 units comprised of single family housing and duplexes.
After multiple deferrals by the DeKalb County Planning Commission, the Cottages at Spivey Lake was scheduled for a decision-only vote at the DeKalb County Board of Commissioners meeting on Feb. 8, but the item was deferred to Feb. 22.
Commissioner Ted Terry said there are “a few more details to work out on the conditions.” The list of conditions totals 28.
Neighbors want input in who Mosaic hires as an environmental consultant, according to a document obtained by Tucker Observer. The consultant will be charged with tree preservation, tree replacement and lake restoration as well as assessing wetlands, floodplains and stream buffers.
“There are people in the community who have worked for environmental nonprofits and are environmentalists. We are looking at the removal of thousands of trees, dislocation/death of wildlife, and death of aquatic life — destruction of the ecosystem as it is now. We want to be sure that the right consultant is hired,” wrote one neighbor with the initials of SG.
The document only provides initials, not full names.
Findings by the environmental consultant are expected to be confirmed by DeKalb County wetland/floodplain experts, and presented to neighbors on Bontura Court, Viking Drive, Spartan Lane Norman Road and the northwest parcel before issuance of a Land Disturbance Permit.
