Stone Mountain City Council approves permit for daycare facility

Stone Mountain, GA — The Stone Mountain City Council discussed a conditional use application for a daycare at 849 Main Street, rezoning for 4307 Manor Drive, and more at an in-person regular session on Tuesday, Oct. 4.

Mayor Beverly Jones was not present for this session.

City Manager Darnetta Tyus had no report to give for this session.

The city council approved a conditional use permit for 849 Main Street, with one no vote.

Councilmember Teresa Crowe was concerned that there is limited parking at the front of the building. She understood the planned daycare facility was meant to have guardians drop children off at the back of the building.

“I’d like to see a site plan as to plans to drop off the children at that facility,” Crowe said.

She also requested that requirements for getting a “certificate of occupancy” were researched and met before the facility being operational.

Attorney Jeff Strickland clarified that, for zoning purposes, the certificate of occupancy wasn’t yet an issue.

“The issue doesn’t come up with respect with zoning as much as it does the issuance of a certificate of occupancy by the city administration,” Strickland said.

He noted that, to receive a certificate of occupancy, the occupant would have to show that they had appropriate licenses to operate the business.

Councilmember Chakira Johnson clarified that the council was, “just allowing the use to occur at that address, but not approving any kind of occupational license.”

The motion to approve the conditional use application was approved five to one, with only Councilmember Crowe voting against it.

In other business:

— The rezoning application for 5307 Manor Drive was approved unanimously without discussion.

— The conditional use application for 5307 Manor Drive was also approved unanimously.

—  Councilmember Gil Freeman invited community members to volunteer for a playground building taking place Nov. 16 through 18. The playground is located McCurdy Park. The address is 5190 W Mountain Street.

“If you’re available, or you know someone’s available, have them email Volunteer@StoneMountainCity.org,” Freeman said.

He noted that the build will take place regardless of weather conditions. He also asked that after the build is completed, citizens not allow their children to use it immediately.

“We’ll need at least three days for it to settle,” Freeman said. He stated that any damage to the play space before it settles would mean the city has to spend money on the repairs.
